2) Prepare for pre-application by coordinating with the council
3) Study and review relevant documentation
4) Create a checklist
5) Visit the property with the owner to discuss the application
6) Compile all necessary documentation
7) Apply online
8) After the council approves the application, proceed with public notice and associated paperwork
9) Follow up with council inspectors, the Ministry of Health, and the police department
10) Obtain the license by paying an annual fee
11) Arrange staff training and coordinate license renewal every 12 months
12) Finalize the service agreement
